The law designates certain activities as explicitly exempt, which is not the same as zero-rated. The main categories are: financial services whose return comes from a margin or spread rather than an explicit fee (such as issuing shares and bonds, loan services, and current account operations), life insurance contracts and related reinsurance, local passenger transport within the UAE by any means (excluding sightseeing trips and international flights), bare land with no completed or partially completed building or civil engineering work, and residential property leases longer than six months or to a tenant holding an Emirates ID — excluding hotels, serviced apartments, and unlawfully constructed buildings.

The key practical difference between exempt and zero-rated is this: with zero-rated (0%) supplies, the seller can still recover input VAT on related purchases, but with exempt supplies there is no recovery at all — the VAT paid on your purchases simply becomes a cost you absorb. That directly affects pricing and margins for any exempt activity, and it gets more complex when a business runs a mix of taxable and exempt activities under one roof.
