A taxable supply is any sale of goods or provision of services made for a payment (consideration), carried out as part of a business activity in the UAE, and not falling under the exempt category such as certain financial services or residential leasing. There are two kinds: standard-rated supplies at 5%, and zero-rated supplies such as certain exports — both still count as 'taxable' even though the zero-rated ones carry no actual VAT charge.

The distinction matters in practice because the value of taxable supplies — including zero-rated ones — is what determines whether a business must register for VAT once it crosses the mandatory or voluntary registration threshold. Exempt supplies are not counted toward that threshold. A business owner exporting goods and assuming 'no VAT means it doesn't count' still needs those exports counted as taxable supplies.
