Under UAE corporate tax, a Free Zone entity does not get the 0% rate just by holding a free zone licence — the income itself has to come from a 'Qualifying Activity', a defined list set out in a Cabinet and Ministerial Decision. That list includes activities such as manufacturing and processing of goods, holding shares and securities for investment purposes, fund and wealth management, headquarter services to related parties, treasury and financing services, ownership or operation of ships, reinsurance, and trading in specified commodities. Income earned outside this list is taxed at the standard 9% rate instead, even for a properly licensed Qualifying Free Zone Person.

This distinction matters because most free zone businesses earn a mix of income, and each stream has to be tested separately against the list. A commodities trading company, for example, may enjoy 0% on income from trading qualifying commodities, but pay 9% on income from an unrelated service the list does not cover. Getting this wrong at return time can mean an unexpected tax bill or a lost 0% status.
